ABSTRACT

The topic of this study is impact of environmental factors on workers performance in public Organization in Nigeria, (A case study of project Development Agency (PRODA), Enugu. Environmental Factors are of two kinds: internal and external. They both influence the worker’s performance; therefore there is the need to find out how PRODA management are able to cope with the problems caused by the environmental factors. To carry out the study the researcher used both primary and secondary sources of data. The main instrument used to gather relevant data was the questionnaire. Harvard style of reference was used. Five research questions were drawn for the analysis. The simple statistical method of frequency and percentages were used the population size was 155 while the sample size was 113 the figure used for the analysis was 90 respondents. The validity and reliability of the instrument were tested. The researchers made some findings they include:  To a very large extent Government fiscal and tax policies affect the performance of workers in the organization. Political and legal activities of government play significant roles in the administration of the organization. Technology   as   a   factor   affect   workers   performance.   The researcher  recommended  that  the  management  of  the organization should study Government Fiscal and tax policies so that it can be properly guided. The management should study government activities and take advantage of it and that it has to endeavour to abide by the laws guiding public service. The values of technology must be embraced by the management. In other words it must provide funds to buy necessary tools, equipment, etc.

CHAPTER ONE

INTRODUCTION

1.1  BACKGROUND OF THE STUDY

An organization is a combination of people or individuals efforts working together on pursuit of certain purpose called organizational  goals.  It  is  any  group  of  two  or  more  people working to achieve goal or goals. The goals may be such a thing as profit, spreading of knowledge, national defence, social satisfaction e.tc when people thus combine, certain characters emerge which make the combination organization (Griffin 1984:

All   administrators,   whether   they   operates   in   private business, a government agency, a church, a charitable organization or a university, must in varying degrees take into accounts the elements and forces of their environment. While they may be able to do little or nothing to change these forces, they have  no  alternative but to  respond  to them. They  must

identify, evaluate and react to the forces that may affect its operations. (weihrich and koonts 2003:58).

Organization are made up of people and others primarily, the  administrator  is there to  combine  other  resources.  These resources are combine with a view to attaining organizational goals. If the administrator fails to abide  by  the forces of the environment,   he   cannot   achieve   the   goal   for   which   the organization was set. Environment include internal and external environments (Akpala 1998: 2).

1.2  STATEMENT OF THE PROBLEM

Project development Agency (PRODA) Enugu faces a lot of challenges in

its attempts to achieve it organization goals of research. Due to the  objectives  of  this  study  the  researcher  is  focusing  his attention  on  one  major  problem  affecting  the  organization (PRODA) Enugu. In view of the study embarked upon i.e “ Environment and workers performance in public organization in Nigeria.” The researcher then found out that the major problem of

project development agency Enugu is inadequate worker welfare and incentives system which   is seriously working against the progress of the organization.

Organizational problem contain hard and soft issues to varying degrees and the importance of the soft system’s view component. The structure of the system is well known and relatively   standardized.   Quantitative   decision   methods   are suitable for setting re-order levels, ordering quantities and other key elements. The system can be judged by readily acceptable quantitative measures, for example, the rate of stocks held in relation to sales, number of others placed and so on.

On the other hand ‘soft’ system are characterized by more vagueness and irrationality. Objectives are hard to define and are subject to change and arguments, decision making is more uncertain.  Measures of  performance must  often  be  formed  in qualitative terms and above all, the system must include recognition of human behaviour with all its attendant conflicts, aspirations and irrationalities. To a greater or lesser degree it will be apparent that any system in an organization contains soft system  elements  because  of  the  presence  of  people.  Because

individuals  pursue  personal  goals  as  well  as  those  of  the organization some sub – optimality is present in all organizations.

For  example,  the  1994  signalmen’s  strike  which  caused major disruption to virtually the entire railway network had its roots  disruption  to  introduction  of  new  computer  assisted signaling technology. The management wished to view this introduction as a ‘hard’ problem concerning the new requirement and economic whereas the staff and the RMT union saw it quite differently as being concerning with the people affected that is very much a ‘soft’ system problem.

It  is  based  on  the  above  problem  that  the  researcher embarked on the study.

1.3     OBJECTIVES OF THE STUDY

The main objective of the study is to investigate into what impact  environment  has  on  workers  performance  in  public organization in Nigeria. Other objectives include:

(i)     To find out the impact human resources have on workers performance   in   project   development   agency   (PRODA), Enugu.

(ii)   To determine the impact the economy has on workers performance   in   project   development   agency   (PRODA), Enugu.

(iii)   To find out the impact technology has on workers

Performance in the organization.

(iv)   To determine the impact social values have on workers performance in PRODA and

(v)    To find out the impact cultural values have on workers performance in PORDA.

1.4   RESEARCH QUESTIONS

The  following  research  questions  have  been  drawn  by  the researcher as guide in the course of the study.

(i)     To   what   extent   do   human   resources   affect   the performance of workers of the organization?

(ii)    To what extent does the economy affect the performance of worker of the organization.

(iii)   How  does  technology  affect  the  performance  of  the workers of the organization?

(iv)   To what extent do cultural values affect the performance of workers of the organization?

1.5  SCOPER OF THE STUDY

The study will cover project Development Agency,

PRODA, Enugu. The Agency has its headquarters located at

Emene and branch offices at PRESIDENTIAL Road, and Iva- Valley Enugu. The study is to be cross-pollination study because all the sections of the organization will be involved in the

study, as they will constitute the population.

1.6   LIMITATION OF THE STUDY

A study of this nature  cannot be completed successfully without the researchers encountering some major constraints or limitations. Against the backdrop, one of the major limitations of this study was inadequate time. The time stipulated for the study was  not enough  for  the researchers  to  carryout an  extensive study on the subject matter and also cover other academic engagement.

Another limitation to this study was the uncooperative attitude of the workers of the organization (PRODA) especially as it concerns the completion of the copies of questionnaire given to them. Some of the respondents were hesitant in supplying the

needed information and made it clear to the researcher that supplying an information to an outsider could risk their position in the organization even with the researchers explanation that the study was just an  academic exercise.

The  major  limitation  of  this  study  was  inadequate fund. A study of this nature requires enough funds to enable the researcher to visit the organization’s various officers from time to time to collect information on the research topic under study.

1.7  SIGNIFICANCE OF THE STUDY

The study will be a great significance to the administrators as it will add to their knowledge of the field of study. It will be significant to project development agency, PRODA, Enugu as it will use the findings to adjust positively due to the environmental factors that envelope the organization.

Government will benefit extensively from  the study  as it enable them realize more on how the environment affects workers in public organizations. Thus, the laws which are formed by government to regulate public organization will be formed with such   organization   in   mind.   Co-ordinating,   reporting   and

budgeting for work to go on well in any organization, on the other hand, any administrative functions.

As project Development Agency (PRODA) Enugu carries out its programmes it must take into considerations its environment. Thus, when it plans, organizes, recruits, coordinates reports.
