Abstract
This study was on the effective utilization of management by objectives in Nigerian public organization. Three objectives were raised which included: To determine problems affecting management by objective in Nigerian public organization, to find out the level of participation of both managers and employees in the setting of goals to be achieved in Nigeria public organization and to determine whether employees are given appropriate authority and responsibility for achieving the set objectives. A total of 77 responses were received and validated from the enrolled participants where all respondents were drawn from first bank, Enugu state. Hypothesis was tested using Chi-Square statistical tool (SPSS).

Introduction
1.1Background of the study
Management needs a lot of tools to be able to administer effectively in the day to day running of the business. Management by objectives is one of such tools. It is a way of getting improved results in managerial action.
Management by objectives can be described as a managerial method whereby the superior and the subordinate managers in an organization identify major areas of responsibility, in which they will work, set some standards for good or bad performance and the measurement of results against those standards Derek (2005:156).
Management by objective is also called Managing By Objectives. However, there have been certain individuals who have long placed emphasis on management by objectives and by so doing have given impetus to its development as a system.
Management by objectives refers to a structured management technique of setting goals for any organizational unit.
STATEMENT OF THE PROBLEM
It is pertinent to note that the management of companies in Nigeria. Lack of sufficient technique to make them manage well. Some of these tools are not used and when used they are not properly utilized.
Management by objective if not only a managerial strategy to achieve a well co-ordinated managerial goals, but it is also a popular management technique that cut across or pervades all human activities namely; business areas, educational, government, health care and non-profit organisation.
Most of these objectives are hardly understood resulting in losses, breakage’s and on so. The worse is the business in the medium range where most banks fall. Most companies hand down objectives to subordinates without adequate explanation, hence the failure of management by objectives in such cases.
Objective of the study
The objectives of the study are;
- To determine problems affecting management by objective in Nigerian public organization
- To find out the level of participation of both managers and employees in the setting of goals to be achieved in Nigeria public organization
- To determine whether employees are given appropriate authority and responsibility for achieving the set objectives.
Research Hypotheses
The research hypotheses were formulated
H0: there are no problems affecting management by objective in Nigerian public organization
H1: there are problems affecting management by objective in Nigerian public organization
H0: there is no level of participation of both managers and employees in the setting of goals to be achieved in Nigeria public organization
H2: there is level of participation of both managers and employees in the setting of goals to be achieved in Nigeria public organization
Significance of the study
The significance of any research study lies in the application of its findings for operational purpose. It is believed that this study will be of immense importance because the empirical finding will reveal how effective leadership impacts on organizational performance. The study among others, seek identify the weaknesses or inadequacies of various variables of effective leadership. Scholars and practitioners suggest that effective leadership behaviours can facilitate the improvement of performance when organisations face challenges (Avery 2008). Again, leadership is viewed by some researchers as one of the driving forces for improving a firm’s performance. That is why effective leadership is seen as a potent source of management development and sustained competitive advantage for organisational performance improvement. This is because leadership helps organisations achieve their objectives more efficiently by linking job performance to valued rewards and by ensuring employees have the resources needed to get the job done.
Scope and limitation of the study
The scope of the study covers the effective utilization of management by objectives in Nigerian public organization
The researcher encounters some constraints which limit the scope of the study namely:
The research material available to the researcher is insufficient, thereby limiting the study
The time frame allocated to the study does not enhance wider coverage as the researcher has to combine other academic activities and examinations with the study.
Insufficient fund tends to impede the efficiency of the researcher in sourcing for the relevant materials, literature or information and in the process of data collection (internet, questionnaire and interview).
