Abstract

This study was on school administration problems and teachers’ welfare. Five objectives were raised which included:  To find out the relationship between the school Administrator and teachers, the type or the nature of the school control by the administrator, to examine the role of the administrator in teacher’s welfare, to examine the philosophy of the government in educational sector, to find out the strategies that school administrators can use to promote the school and to examine the curriculum that will be suitable to inculcate the student. The participants where all respondents were drawn from selected in district II Shomolu Lagos. Hypothesis was tested using Chi-Square statistical tool (SPSS).

1.1Background of the study

Administrative issues in schools are becoming commonplace in all human organizations. Because of the time and resources invested by organizations in preventing and resolving issues, this contradiction is real. When he observed that “a total absence of problem are being concealed,” Flippo (1980) made an attempt at an explanation. Herold Kerzner of change established the problem’s inescapable nature and made it so. It is not unusual to anticipate issues with the management of the schools in Lagos State District II Shomolu. He must also use his administrative skills to instill in his personnel the same professional ideals and practices.

The broad range of his responsibilities suggests that he must interact with a large number of people in various contexts: with those in positions of authority above him, such as the board of education or associate, assistant, or district superintendent, and with those below him, such as special supervisors, teacher clerks, and custodians. More importantly, he must establish cordial but effective relationships with parents and local authorities because he will act as a middleman in a hierarchy of authority, carrying out the policies and plans of his superiors while also collaborating with others to develop plans and procedures for his particular area of the educational program.

Therefore, the school administrator needs to possess both the personal qualities of an effective leader and a good follower. Although he typically works in the local community, he must be able to see how his job contributes to the grand service of educating all of the state’s children and young. He deals with people constantly, therefore personal relationships will come up frequently in his profession.

An administrator needs to be a strong executive and general manager as well as an excellent organizer, administrator, and supervisor. His personality is heavily taxed by the sheer volume and range of characters he must play. Therefore, he ought to have. A good leader should have optimism as a quality.

There have been many arguments put out against raising teacher salaries. A recent article made the argument that since teachers have more vacation time than other professionals, they should make use of that time by pursuing other sources of revenue production to prevent tax dollars from being diverted to the sector’s “less important” parts. The teachers themselves have failed to argue their case and have resorted to coercive measures instead.

There have been some outlandish claims made about how much easier it is to replace teachers than health professionals.

Professionalism and talent are essential for effective teaching. Many educators have quit their jobs.

While they have all done well for themselves, the expansion and development of the education industry have been slowed.

By paying them more, private schools have smuggled in qualified educators. To use such services, parents must make severe sacrifices.

A lack of mentors and role models for future rural students has resulted from the outflow of teachers: The government should adopt strategies to advance science education, including adequate teacher preparation, professional growth, and compensation beginning in primary school. Let this be a top priority at the beginning of the oil boom even if there are no finances available.

It has been discovered that teachers who demonstrated excitement for the course materials and students can create a good learning experience towards the course material. Teacher welfare can influence how students perceive the course materials. The diversity, novelty, and surprise of the enthusiastic teacher’s presentation of the materials will increase a student’s interest if the teacher’s welfare is appealing. The welfare of teachers, including the payment of salaries, was historically quite poor. The welfare of teachers has, however, increased significantly in recent years.

According to the state, relative cost of living, and grade taught, teachers with more education and experience make more money than those with standard education.

A higher advantage may be available to public school teachers in addition to financial pay (like health insurance, accommodation).

The majority of the material demonstrates a propensity to prioritize teachers’ welfare over that of their students and their efficacy as teachers in the classroom.

Statement of the Problem

Nigeria’s economic growth (downturn) over the past 20 years has resulted in low pay, poor worker welfare, and the implementation of minimum wages.

The accompanying income inequality and inflation have led to a great deal of unrest and dissatisfaction among teachers in Lagos State, which has frequently led to conflicts and issues in the state’s schools.

Due to the gap in pay between public and private school administrators and those in federal institutions, this has grown to be a serious concern. secondary school employees in Lagos State had reason to protest over low pay and subpar service conditions due to the tensions that existed between the two in particular. The majority of the time, other means of problem resolution were neglected in favor of suppressing the problem. As a result, this has decreased the morale of educators and other staff members in Lagos State.

Their performance has been impacted by this influence. Accumulating issues without coming up with effective solutions is similar to hoarding crucial go-gun energy that could suddenly go off. This statement from UNICEF (UNICEF, 1995) lends support to the idea that “problems when not dealt with constructively often burst into violence.. The attitude of school administrators in Lagos State hasn’t done much to help, as some of the issues were related to their personalities, leadership styles, and administrative methods. The other staff members and the pupils were equally as involved as the principal.

Administrators are capable of being generous in favorable circumstances, but they are reluctant to raise wages in unfavorable circumstances because doing so would increase production costs. The quantity of growth is dependent on the management’s ability to handle the occasional infrequent revisions. An administrator estimates the percentage of total payroll that can be accepted as a pay raise by looking at its budget (Gardener and Moore, 1955).

The book was written to address the issue of resource inefficiency. Lack of instructional materials or physical resources, such as buildings, classrooms, laboratories, libraries, hostels, administrative staff offices, technical equipment, and other physical plant, such as machines, vehicles, computers, typewriters, duplicating, and photocopy machines, affects the administrator’s ability to run the school.

Purpose of the Study

1.        To find out the relationship between the school Administrator and teachers

2.        The type or the nature of the school control by the administrator.

3.        To examine the role of the administrator in teacher’s welfare

4.        To examine the philosophy of the government in educational sector.

5.        To find out the strategies that school administrators can use to promote the school

6.        To examine the curriculum that will be suitable to inculcate the student.

Research Hypotheses

1.      There is no significant relationship between school administrative problem that can affect teacher’s welfare

2.      There is no relationship between school administrator and Lagos State Government

3.      There is no significant relationship between public and private administrative system

Significance of the Study

The importance of this study is based on the requirement for a calm environment that is suitable for academic activity. The significance also lies in the expectation that the findings will be helpful to The National Manpower Board and the Lagos State Ministry of Education, who will research and comprehend the factors influencing the welfare of teachers and school administrators in Education District II in Lagos State (NMB). Administrators, Head Teachers, the Board of Governors, and the Parents Teachers Association can use the report as a guidance. Again, it will make it possible for owners of public secondary schools to plan systematically for a tranquil and supportive environment. It will benefit the government if it builds additional schools or gives private schools financial aid. owners in an effort to lower the cost of education. In this approach, the government would have gotten in the way of how resources were allocated for the good of the populace.

The NMB was established by Decree No. 18 of May 1991 as an independent Federal Government Parastatal with the responsibility of conducting research, providing advice, and coordinating and promoting the best possible development (training) and utilization (employment) of Nigeria’s human resources. With the new status, federal, state, and municipal governments can now adopt policies and programs for utilizing and developing their human resources. Additionally, it will make it possible for the National Manpower Board to gather, compile, evaluate, and disseminate statistics on manpower and employment.

Scope of the Study

The work will examine the school administrative problems and teacher’s welfare in Lagos state with a view to explore three selected schools in district II Shomolu Lagos. The study is limited to three selected secondary schools due to limited time and financial resources.

Definition of Terms

Administrators: those who strive to direct human activities (people, materials, machines, and money) in the creation of services in order to fulfill an organization’s stated objectives. An administrator is a person who oversees one or more members of a formal organization in order to reach and accomplish the management’s aims.

Teachers: A teacher is someone whose job it is to influence or impart knowledge to students. He is the one who is well-aware of what the pupil needs to absorb from him or her.

Therefore, it is possible to define someone as a teacher if they have the necessary knowledge, skills, and judgment. The teacher serves as a resource by constantly giving his students the information they require. He motivates and piques the pupil’s attention. Through improvisation, he takes part in the creation and packaging of instructional materials.

Welfare: For quite some time, economists have struggled with the concept of welfare, which is defined as the sum of three things: a rise in income, the distribution of that income within the economy, and the benefits and costs associated with investments.

Education: Is a tool for influencing a country’s progress. It is the creation and dissemination of information about people’s ways of life, or their cultures, with the intention of preserving and upholding the social order and norms in the community.

School: A school is a facility created for the purpose of educating students under the guidance of a teacher or other professional. The place where learning happens is in a school. where there is a norm and a conducive atmosphere for learning activities, and where knowledge acquisition is necessary from “cradle to the grave.”
