CHAPTER ONE

1.0 INTRODUCTION

1.1 BACKGROUND OF STUDY

Nigeria is a nation with great vision and plans to the growth and development of its economy. President Goodluck Ebele Jonathan assumed the office as the president of Nigeria on 29 may, 2011. So many has happened in his regime; the president (Goodluck Ebele Jonathan) with his team made a pladge to use the platform of the programs in transformation agenda to better Nigeria through growth and development of the Nigeria economy. So many projects were scheduled for development by president Goodluck Ebele Jonathan some of these projects includes the following; sealing leakages, stable power sector, agricultural revolution on course, transport sector revival, investment haven, social development, actualizing vision 20: 2020 and sound economic management.

President Good luck Ebele Jonathan made pledge to improve the following part of the transformation agenda; concerning the issue of leakages, the president aimed at incrasing the revenue generated from non oil sectors of Nigeria by putting a stoppage to loopholes such as removing subsidy partially from imported goods like petroleum products in Nigeria; the president launched the committee; subsidy reinvestment and empowerment  (SURE) to monitor savings and income from petroleum import.

Concerning the issue of stable power sector; the president was intimated on the ongoing issue in the various sectors of Nigeria, he was told that there has being a random collapse of systems at a rate of four systems anually because of lack of steady power supply; the federal government of Nigeria is making plans for the installation of a 15000 mega watt transformer to supply power all over the country by the year 2020.

On the agricultural sector of Nigeria; statistics showed that Nigeria spent at most 1.3 trillion anually on the importation of foods from other countries; president Goodluck Ebele Jonathan made a pledge that that there must be stoppage to the importation of rice in the country; this project was handed over to the Dr Akinwumi Adesina for effective supply of foods in Nigeria.

The issue of transportation has being another major issue in Nigeria; the president made it clear that there should be a need for improvement on the area of transportation in Nigeria especially the road leading from Benue State toNassarawa State and also the dual carriage kano –maiduguri road. The president also made mension of a project “investment haven” in his speech; since Nigeria is the largest econmy in the whole of west Africa, the president seeks for more investments from other countries which lead to the creation of the ministy of trade and investment. Another interesting thing that was in place in Goodluck Ebele Jonathan’s administration is on the area of social development, the medium term fiscal framework (MTFF)and the medium term expenditure framework (MTEF) were both used by the president as a linchpin; the president demanded for the release of more funds for infrastructural development in Nigeria. all these projects were set to actualize vision 20: 2020

1.2 STATEMENT OF PROBLEM

The country have being lagging behind interms of infrastructure and the management of wealth; the issue of transportation, poor electricity and high importation of foods from other countries is on the increase, different regime of government have tried to resolve the ongoing issues in Nigeria but their effort proved abortive; the president administration has set aside programs and projects to see to the resolution of the above mentioned problems in Nigeria. the actualization of the vision 20: 2020 is the termed a necessity; this vision can only be achieved if Nigeria can resolve most of the ongoing issues in Nigeria.

1.3 RESEARCH QUESTIONS

1.  What are the roles of federal government in the resolution of high importation of food in Nigeria?

2.  Has the transformation agenda being helpful in any way?

3.  What are the reasons for setting up the transformation agenda program?

4.  Will this present administration be better than the previous administration?

5.  How can Nigeria solve the problem of importation?

6.  Does the transformation agenda have any significant effect on the social and economic development of Nigeria?

1.4   RESEARCH HYPOTHESES

H0: There is no mean differences in gender responses of the respondents that the transformation agenda has significant effect on the growth and development of the Nigeria economy.

H1: There is mean differences in gender responses of the respondents that the transformation agenda has significant effect on the growth and development of the Nigeria economy.

H0: High rate of importation does not have any significant effect on the economic development of Nigeria.

H1: High rate of importation have significant effect on the economic development of Nigeria

H0: Goodluck Ebele Jonathan regime will not be better than the previous regimes in Nigeria.

H1: Goodluck Ebele Jonathan regime will be better than the previous regimes in Nigeria.

1.5   AIMS AND OBJECTIVES OF STUDY

The aim of the research work is to:

1.  Determine the roles of federal government in the resolution of high importation of food in Nigeria.

2.  find out if the transformation agenda being helpful in any way.

3.  find out the reasons for setting up the transformation agenda program.

4.  know if this present administration be better than the previous administration.

5.  offer solution of how Nigeria can solve the problem of importation.

6.  find out if the transformation agenda have any significant effect on the social and economic development of Nigeria.

1.6   SIGNIFICANCE OF STUDY

The research work is regarded as an important one because it will discuss the better ways of reolving the high rate of importation in Nigeria. it will also discuss the importance of the transformation Agenda; And finally the steps to actualize the vision 20: 2020.

1.7 SCOPE OF STUDY

The study covers the impact of transformation agenda on economic development in Nigeria during Goodluck Ebele Jonathan administration; with respect to the all the programs and projects to be handled by the adminstration.

1.8 LIMITATION OF STUDY

FINANCIAL CONTRAINTS: The researcher was with limited funds; he could not get all the material needed for the stduy but he or she was able to get all the information needed for the purpose of the study.

TIME CONSTRAINTS: the researcher still being a student will be involve in other departmental activities; such as seminar, presentation and attendance to lecture etc. was left with limited time to carryout a full research concerning the topic but the researcher was able to meet up with the time allocated by the supervisor for the completion of the research work.

1.9 DEFINITION OF RELATED TERMS

AGENDA: can be an orderly listing of activities in the manner it should be taken.

TRANSFORMATION: could simply be changing of the nation from the old form to a new and promising one.

REGIME: a regime could be system of doing things, it could be an authority for someone in power.

ADMINISTRATION: administration in accordance to the topic impact of transformation agenda could be a person or group that determines a process of runing an organisation or leading a nation.
