DEMOCRATIC CONSIDERATION OF NIGERIA

Abstract

This study was on democratic consideration of Nigeria; the case of Gwagwalada area council election. Three objectives were raised which included:  To ascertain why local government election always in favour of the party form at the state level, to find out how credible was 2019 local government elections in Gwagwalada area council and to find what was the strengths and weaknesses of 2019 local government elections in Gwagwalada area council. A total of 77 responses were received and validated from the enrolled participants where all respondents were drawn from Gwagwalada Area council. Hypothesis was tested using Chi-Square statistical tool (SPSS).

Introduction

1.1Background of the study

Democracy as a system of government allows people to participate in the administration of states, either directly or indirectly. According to Shively (2001;151): “A democracy is a regime in which all fully qualified citizens vote at regular intervals to choose, from among alternative candidates, the people who will be in charge of setting the state’s policies.” It is called a government of the people, by the people and for the people. In a large and heterogeneous state, efforts are made to bring government closer to the people so as to enhance to goal of grass-roots participation. One of the ways to ensure that a government is a government of the people is the invention of a federal system of government, an arrangement in which powers are shared by levels of government. In his Federal Government, K.C. Wheare (1963) writes that an essential feature of federalism is division and sharing of powers among different governments in the state in a coordinated manner. According to him: “By the federal principle, I mean the method of dividing powers so that general and regional governments are each within a sphere, coordinate and independent.” (1963;10)

The issue of election has always been a recurrent theme in most political discourse in Nigeria. Negative connotations are often used to describe it as a do or die affair, already jinxed, rigged before they occurred and characterized by large scale malpractices, including rigging at all levels. These unequivocal descriptions attached to the conduct of elections in Nigeria keep on degenerating from bad to worse. Aborishade, F. (2006),

Local government election serves as an avenue through which people participate in governance. This is done through participation in the electoral processes and decision making in the local communities. Therefore, it serves as a medium through which free, fair and credible election will go a long way in institutionalizing democracy. However, the case of Nigeria is different, due to the failure to guarantee transparent and credible elections at all levels in the country since independence. Jega, A.M (2004)

Statement of the problem

The premise that elections and democracy are inseparable and a continuous process which can lead to consolidation of democracy by a gradual process. The Local Government is assumed to be the starting point for democratic consolidation because it is closest to the people. The study therefore, seeks to critically analyze the 2019 local government elections in Gwagwalada area council of Abuja. Furthermore, in the course of doing the analysis, the study will attempts to address the following questions: Why is local government election always in favour of the party that forms government at the state level?, Were the 2019 local government elections in Gwagwalada area council credible? What are the strengths and weaknesses of 2019 local government elections in Gwagwalada area council?

Objective of the study

The following objectives will be ascertained;

1. To ascertain why local government election always in favour of the party form at the state level
2. To find out how credible was 2019 local government elections in Gwagwalada area council
3. To find what was the strengths and weaknesses of 2019 local government elections in Gwagwalada area council

Research Hypotheses

The following research hypotheses were formulated;

H0: there was no credible were 2019 local government elections in Gwagwalada area council

H1: there was credible were 2019 local government elections in Gwagwalada area council

H0: local government election not always in favour of the party form at the state level

H2: local government election always in favour of the party form at the state level

Significance of the study

The study will be very significant to students and the government of Nigeria. The study will give a clear insight on the democratic consideration of Nigeria: the case of Gwagwalada area council election. the  result of the study will educate the general public and the people of Gwagwalada area council on the strengths and the weaknesses of local government election and also the important of credible election in Nigeria. The study will also serves as a reference to other researcher that will embark on the related topic

Scope and limitation of the study

The scope of the study covers the democratic consideration of Nigeria: the case of Gwagwalada area council election. The study will be limited to Gwagwalada area council

Limitations/constraints are inevitable in carrying out a research work of this nature. However, in the course of this research, the following constraints were encountered thus:

1. Non-availability of enough resources (finance): A work of this nature is very tasking financially, money had to be spent at various stages of the research such resources which may aid proper carrying out of the study were not adequately available.

Time factor: The time used in carrying out the research work is relatively not enough to bring the best information out of it. However, I hope that the little that is contained in this study will go a long way in solving many greater problems.
