Introduction

1.1Background of the study

An international armed conflict occurs when one or more States have recourse to armed force against another State, regardless of the reasons or the intensity of this confrontation. No formal declaration of war or recognition of the situation is required.

In the case of United State of America and Afghanistan: The United States established diplomatic ties with Afghanistan in 1935. In 2012, the United States and Afghanistan concluded the Strategic Partnership Agreement to strengthen our bilateral relationship, support Afghanistan’s capabilities as a partner, and improve the lives of the Afghan people. On February 29, 2020, the United States and the Taliban signed the Doha Agreement, which led to the August 30, 2021, withdrawal of U.S. and Allied forces from Afghanistan. Since the forcible takeover by the Taliban in August 2021, culminating in the fall of Kabul on August 15, the United States has shifted to a position of pragmatic engagement in Afghanistan. The United States has not yet made a decision as to whether to recognize the Taliban or any other entity as the Government of Afghanistan or as part of such a government. The U.S. has undertaken significant efforts in coordination with the international community to assist the Afghan people during a period of humanitarian and economic catastrophe President Biden announces that the United States will not meet the deadline set under the U.S.-Taliban agreement to withdraw all troops by May 1 and instead releases a plan for a full withdrawal by September 11, 2021. “It’s time to end America’s longest war,” he says. The remaining 3,500 troops in Afghanistan will be withdrawn regardless of whether progress is made in intra-Afghan peace talks or the Taliban reduce their attacks on Afghan security forces and citizens. NATO troops in Afghanistan will also leave. Biden says Washington will continue to assist Afghan security forces and support the peace process. The Taliban say they will not participate in “any conference” on Afghanistan’s future until all foreign troops leave. Based on this background the researcher wants to investigate the effect of armed conflict on the conduct of international relation. Using United State of America and Afghanistan as a case study
